Why dividends differ from interest
Unlike interest and royalties, which can carry UK withholding tax subject to treaty reduction, UK domestic law has never required companies to withhold tax on dividends, so no treaty claim or reduced rate certificate is needed before paying a non-resident shareholder.
This makes dividends administratively simpler than salary for cross-border extraction, since there is no equivalent of PAYE to operate at the point of payment.
