Most established accountancy firms are VAT registered because their turnover exceeds the VAT threshold, so they charge VAT on their fees in the same way any other VAT-registered service business does, and this is added on top of the quoted price rather than included within it.
For a VAT-registered limited company client, this VAT is generally recoverable as input tax on the company's own VAT return, so the net cost to a VAT-registered business is the fee excluding VAT. For a company that is not VAT registered, the VAT is an additional real cost.
When comparing accountancy prices, always check whether a quoted figure is inclusive or exclusive of VAT, since a headline price that looks lower may simply be quoted differently, and a genuine like-for-like comparison needs both figures on the same basis.
